It's about overcrowding in the South American prison system, which has resulted in some terrible incidents of violence (including one in Venezuela where inmates took over the prison, killed some guards and forced a mentally ill inmate to dismember and eat the bodies.) It's a shocking and gruesome story. BUT i don't think we should go there with the image. The real problem is overcrowding and all the bad things that come from that.
